If you can't receive a callback, there could be two reasons:

1) You do not have Skype credits credits. Skype credits credits are required for all incoming and outgoing calls in IM+ Talk.
To learn more about Skype credits please go to: www.shapeservices.com/skypeout.
Please note text chatting doesn't require Skype credits with IM+ Talk, you will only be charged for data transferred by your carrier.

Please make sure that correct country or region is selected. Also please check if your phone number includes city or mobile carrier code.

If you are sure that you have Skype credits or data plan and that your callback number is correct, please try to call to Skype test account echo123.
If the call is successful then please try to call another contact and if you have still have the difficulties, please fill in the support form and specify the issue you are facing.
